Technical Support for Just Transition Policy Development and NDC 3.0 Implementation in Bangladesh

Project description: This project provides technical support to the ILO Country Office for Bangladesh in developing the national policy architecture for Just Transition — ensuring that Bangladesh’s landmark climate commitments translate into implementation-ready action that protects workers, enterprises, and vulnerable communities.

The assignment covers five workstreams: developing the Just Transition chapter of Bangladesh’s NDC 3.0 Implementation Plan (due June 2026); reviewing and revising the NDC Monitoring, Reporting and Verification (MRV) framework to incorporate employment and social protection indicators; drafting a standalone National Just Transition Policy and Action Plan; integrating Just Transition considerations into the country’s Long-Term Low Emission Development Strategy (LT-LEDS) to 2050; and providing preparation, facilitation support, and documentation for seven to nine tripartite consultations across the assignment period.

Bangladesh became the first country in Asia to embed a dedicated Just Transition chapter in its national climate pledge (NDC 3.0, September 2025). With approximately 60 million informal workers facing transition risks as the economy decarbonises, the project addresses one of the most consequential labour-climate policy challenges in South Asia.
