Preparation of a Policy Note on Addressing Age-Based Exclusion in the Mother and Child Benefit Programme

Project description: The study team will prepare a policy note to provide the evidence regarding expansion of the age-based criterion with actionable policy measures for the “Mother and Child Benefit Programme (MCBP)” program. The MCBP is open to pregnant women aged 20-35 who are expecting their first or second child (with limited exceptions for child loss), possess a valid national ID, and come from low-income households within the programme’s income thresholds. Priority is given to women who are landless or own very little land, those engaged in low-paid or informal work, and women who are widowed, deserted, or living with disabilities. However, the programme has further room for improvement. For instance, expanding the programme coverage criteria to mothers below 20 years of age may result in increased mother and child wellbeing. While the discussion of a more equitable and effective way to achieve the program goals are on place, probability of such an expansion should include an evidence-based approach.
