Final Evaluation of Strengthening Women’s Ability for Productive New Opportunities (SWAPNO II)

Collaboration: United Nations Development Programme (UNDP) Bangladesh
Starting date: July 15, 2026
Completion date: November 14, 2026

Project description: This project is an independent final evaluation of SWAPNO II, a poverty graduation initiative implemented by the Local Government Division with UNDP support. SWAPNO II helps poor and extreme poor women in poverty-prone and climate-vulnerable areas of Bangladesh move towards sustainable livelihoods through wage employment, savings, enterprise development, skills and apprenticeships, financial inclusion, and climate resilience support.

The evaluation uses a mixed-methods, gender-responsive approach. It combines a household survey, compared against baseline and control groups, with focus group discussions, key informant interviews, and case studies. It assesses the project’s relevance, coherence, effectiveness, efficiency, impact, and sustainability, along with value for money, women’s empowerment, and the inclusion of marginalised groups.
